Governance

Program Overview - SETA Is a joint powers agency of the Sacramento City and County of Sacramento. Its Head Start program’s mission is to improve the lives of low-income children by providing comprehensive child development services that are family focused, including education, health, disabilities, nutrition, and mental health.

Governing Board Has the legal and fiscal responsibility of the Head Start program.

Policy Council Has the responsible for the direction of the Head Start program, including Program Design & Operation, Planning Goals and Objectives.

ERSEA

Has the responsibility for zero to 5 children & family enrollment, tracking daily enrollment & meal count numbers.

Sacramento County Department of Finance has oversight authority of all SETA Head Start funds. SETA’s Fiscal Department has the day-to-day responsibility in all financial areas, which includes Federal, State, and Child & Adult Care Food Program (CACCP) funds. Audits are conducted by an outside agency that is not associated with SETA, Sacramento City or County of Sacramento.

Responsible for the writing and submission of the Grantee’s and Delegates grants and annual contracts between the Grantee and each Delegate.
